BACKGROUND
As recognized in the ASEAN Tourism Strategic Plan (ATSP) 2016-2025, human resource development through various capacity-building programs is one of the main focus areas to raise ASEAN tourism competitiveness. Considering Lao PDR’s abundant natural and cultural resources, capacity and capability of human capital are crucial elements for further development of Lao PDR tourism industry. 

In this regard, the ‘ASEAN-Korea Tourism Capacity-Building Workshop’ has been organized biennially since 2009. From the first workshop at Vientiane on May 2009, four workshops were held in Lao PDR: Vientiane (FY2009), Luang Prabang (FY2011 and FY2013) and Pakse (FY2015).

As the year 2017 has been designated as the International Year of Sustainable Tourism for Development by the United Nations, this workshop was themed “Transformation towards Sustainable Tourism in Vang Vieng,” aimed at enhancing competitiveness of Vang Vieng’s tourism industry by strengthening the capacity of Vang Vieng tourism professionals to meet the needs of Korean traveler. 


OBJECTIVES 
• Assist and transform the competitiveness of the tourism industry in Lao PDR by strengthening the capacity of local tourism professionals in Vang Vieng, so that they may effectively promote Vang Vieng as a sustainable tourism destination, and provide tailor-made services to Korean tourists
• Offer tourism products that are distinctive, authentic, and satisfactory to Korean tourists
• Bolster tourism exchange between ASEAN and Korea by providing lectures on Korea-Lao PDR tourism trends, marketing strategies, and culture; and offer networking opportunities


PARTICIPANTS
• 117 participants who are tourism professionals from both private and public sectors; Ministry of Information, Culture and Tourism (MICT) of Lao PDR, Information, Culture and Tourism Department of Vientiane Province, hoteliers, tour guides, tourism agencies, students majoring in tourism, etc.
• Speakers: 3 Korean and 2 Lao tourism experts

PROGRAM ACTIVITIES 
• On-site Consultation (5 Feb 2018): 
The AKC and speakers visited the Tham Nam Cave, Tham Xang Cave, Nam Song River, Blue Lagoon as recommended by the MICT and Mr. Inthy Deaunsavanh from Green Discovery Laos. The potentials, strengths, and areas for improvement of these sites were identified during the visit and speakers were asked to submit their analysis on the On-site Consultation. The collected results were shared with NTOs and discussants during the Roundtable Discussion.

• Roundtable Discussion (5 Feb 2018)
Prior to the workshop, ideas were shared among Korean speakers and policy-makers from both public and private sectors in Vang Vieng, including Director of Tourism Marketing Department of the MICT.

• Workshop (6 Feb 2018) 
Session 1: Promoting Vang Vieng as a Sustainable Tourism Destination by Korean and Lao lecturers: Dr. Baek Seung-woo, Area Director of Finance, Hyatt International Corporation and Mr. Somxay Sipaseuth, Director of Tourism Planning and Development Division, MICT.

Session 2: Marketing Strategies for Vang Vieng Tourism in Korea by Korean and Lao lecturers: Ms. Park Ji-youn, Representative Director, Noni Tour, and Mr. Inthy Deaunsavanh, Director, Green Discovery Laos

Session 3: Patterns of Korean Tourists Flow: Insights on Korean Tourists 3 by Korean lecturer: Prof. Choi Ho-rim, Division of International and Area Studies, Pukyong National University

• Networking Reception (6 Feb 2018)
After the workshop, speakers and participants had a chance to share their thoughts and opinions and build networks with tourism professionals of various sectors in a casual atmosphere.


ACHIEVEMENTS & HIGHLIGHTS
• The workshop gathered 117 participants who actively engaged at all sessions of the workshop.
• The presence of H.E. Bounsone PHETLANH, Deputy Governor of Vientiane Provincial Government and H.E. Ounethouang KHAOPHANH, Deputy Minister of the MICT added to the significance of the workshop. Delivering the welcoming remarks, they expressed their appreciation for the AKC’s effort to hold the workshop in Vang Vieng, and their hope of having a more vibrant tourism cooperation between Korea and Lao PDR. 
• It was timely to conduct the workshop in Vang Vieng as the Vang Vieng Town Master Plan is being conducted in earnest to better cater to the needs and interest of international tourists. As the country is aiming for promoting Vang Vieng as a sustainable tourism destination, the workshop offered a good opportunity where the participants could build their capacity in providing better tourism products and high quality services to the visitors.
• With the updated format of the workshop, participants were able to obtain Korean and Lao perspective on how to promote Vang Vieng as a sustainable tourism destination. Also, it was very effective to conduct on-site consultations prior to the workshop, as the experts could share their findings and evaluation to the participants. 
• (KPI): 96% of participants were satisfied with the workshop’s lecture contents and showed high level of satisfaction for the panel discussion and Q&A session.
